Stop Campus Hazing Act
On December 23, 2024, the Stop Campus Hazing Act was signed into federal law, amending the Jeanne Clery Campus Safety Act to strengthen hazing prevention, reporting, and transparency requirements for institutions of higher education.
The law added hazing as a Clery-reportable crime and requires institutions to maintain policies addressing hazing, provide hazing prevention and awareness programming, collect and disclose applicable hazing statistics, and maintain a Campus Hazing Transparency Report when qualifying findings of hazing violations occur.
Beginning with calendar year 2025, applicable hazing incidents are included in Clark Atlanta University's Clery Act crime statistics and are published in the University's Annual Security and Fire Safety Report.
Campus Hazing Transparency Report
The Stop Campus Hazing Act requires Clark Atlanta University to maintain a Campus Hazing Transparency Report (CHTR) concerning student organizations established or recognized by the University that receive a finding of responsibility for violating the University's standards of conduct relating to hazing.
For each qualifying hazing violation, the Campus Hazing Transparency Report includes:
- The name of the student organization;
- A general description of the hazing violation that resulted in the finding;
- Whether the violation involved the abuse or illegal use of alcohol or drugs;
- The findings of the University;
- Any sanctions imposed on the student organization, as applicable;
- The date the incident was alleged to have occurred;
- The date the University initiated its investigation;
- The date the investigation concluded with a finding that a hazing violation occurred; and
- The date the student organization was provided notice of the finding.
The Campus Hazing Transparency Report does not include personally identifiable information concerning individual students.
When qualifying findings occur, Clark Atlanta University updates the Campus Hazing Transparency Report in accordance with federal requirements. Required information is maintained on the University's public website for the period required by federal law.

Hazing Statistics vs. Campus Hazing Transparency Report
Clark Atlanta University's Annual Security and Fire Safety Report and Campus Hazing Transparency Report serve different purposes.
The Annual Security and Fire Safety Report contains statistics for reported hazing incidents that meet the federal Clery Act definition and applicable Clery geography and reporting requirements.
For purposes of Clery hazing statistics, a student organization includes an organization at Clark Atlanta University in which two or more members are students enrolled at the University, whether or not the organization is established or recognized by CAU.
The Campus Hazing Transparency Report, however, addresses student organizations established or recognized by Clark Atlanta University that receive a qualifying finding of responsibility for violating the University's standards of conduct relating to hazing.
Accordingly, the number of reported hazing incidents appearing in CAU's annual Clery crime statistics may differ from the number of organizations appearing in the Campus Hazing Transparency Report.
Georgia Hazing Law — Max Gruver Act
Georgia law also prohibits hazing.
Under O.C.G.A. § 16-5-61, hazing includes subjecting a student to an activity that endangers or is likely to endanger the student's physical health or coercing a student through social or physical pressure to consume food, liquid, alcohol, drugs, or another substance that subjects the student to a likely risk of vomiting, intoxication, or unconsciousness, regardless of the student's willingness to participate.
Georgia law also establishes requirements for postsecondary institutions concerning the reporting, investigation, adjudication, and public disclosure of certain hazing violations.
Clark Atlanta University complies with applicable federal, state, and local hazing requirements and makes required hazing-related information available to the University community and the public.
Report Hazing
Clark Atlanta University encourages students, employees, parents, witnesses, student organization members, advisors, coaches, alumni, and other members of the University community to promptly report suspected hazing.
You do not have to determine whether conduct legally constitutes hazing before reporting it.

Reports may also be made to the Office of Student Life/Office of Community Standards or through the reporting methods identified in CAU Anti-Hazing Policy 6.3.
Retaliation against individuals who report suspected hazing, provide information, participate in an investigation, or refuse to participate in hazing is prohibited by University policy.
Hazing Prevention and Awareness
Clark Atlanta University provides hazing prevention and awareness education addressing the University's Anti-Hazing Policy, recognizing and reporting suspected hazing, applicable hazing laws, and strategies designed to prevent hazing before it occurs.
Prevention and awareness efforts include education concerning ethical leadership, safe and positive bystander intervention, responsible decision-making, and strategies for developing group cohesion and belonging without hazing.
Hazing prevention and awareness programming is provided through appropriate University programs and activities, including student organization education and other educational initiatives consistent with CAU Anti-Hazing Policy 6.3.
