The purpose of the Office of Title III Program Administration is centered primarily in compliance and technical assistance for campus-wide funded activities. Also essential to this goal is the responsibility to orient the university community to the strengthening impact of the funds as intended by the legislation of the Higher Education Act of 1965, as amended in 2008. The primary goals of the Office of Title III Program Administration are to; 1.) Coordinate the HBCU Program consistent with the approved Plan of Operation, 2.) Implement and administer fiscal and programmatic control systems, and 3.) Evaluate activities to ensure that they are effectively coordinated with the existing institutional strategic plan.
Activity objectives will be periodically evaluated by Program Administration against established performance measures on internal and external bases. Interventions will be implemented via specific program activities to improve established baseline data. Progress will be benchmarked and tracked throughout the twelvemonth funding period in order to document the impact of Title III funds upon the University's Comprehensive plan. Particular emphasis will be placed upon Academic Quality and Performance, Institutional Management, Fiscal Stability and Student Outcomes.
This component will implement a program during this award year which will focus on phasing out the prior five-year Comprehensive Development Plan (CDP). Simultaneously, we will work closely with the administration in the development of the new CDP for the 2012 - 2017 cycle. Encompassed in this process is developing strategies for the institutionalization of select activities and the originating of new and reinvigorated initiatives that will align with the new strategic plan.
During the past few years, Clark Atlanta University has effectively addressed a number of academic and managerial challenges. As a result of these improvements, an assessment of the organizational structure and personnel requirements will be conducted during this funding period to more effectively address the needs and priorities of the university community. The results of this assess will determine the organization and process improvements for the new five-year plan.
Finally, the Program Administration Office will conduct its initial approach to developing an "Impact Study" of use of Title III funds over the past five (5) years. This study will encompass the years from 2007 through 2012; the past five-year grant cycles. This impact will assist the office in preparing an effective "Close-out Report" for the cycle.
